Summary: The Vice President, Government Services, is a senior executive responsible for the profit and loss, growth, and operational delivery of Sevan’s Federal general contracting and professional services programs across the United States. The position leads business development, proposal management, program execution, and client delivery for all Federal clients, including the Department of Defense (DoD) and civilian agencies.

The Vice President provides strategic leadership to win and deliver profitable Federal projects and programs that align with Sevan’s mission, values, and performance standards. The position oversees all phases of project development and delivery, from capture and proposal through design, preconstruction, construction, and closeout, and ensures all business objectives are achieved in accordance with contract, financial, and safety requirements. Extensive travel and direct client engagement are expected.

Essential Duties and Responsibilities include but are not limited to the following:

Strategy

  • Develop and execute Sevan’s Federal growth strategy, including pipeline development, win plans, and delivery excellence.
  • Define and implement operational policies, procedures, and controls to ensure quality, compliance, and profitability across Federal programs.
  • Establish annual budgets and business plans that drive sustainable growth and align with Sevan’s long-term goals.

Business Development & Capture

  • Lead Federal business development and capture activities to expand Sevan’s presence with DoD and civilian agencies.
  • Identify, qualify, and pursue Federal RFPs, RFQs, and IDIQ opportunities through proactive market research and relationship development.
  • Direct proposal teams to produce compliant, compelling, and competitive submissions.
  • Develop win strategies, teaming agreements, and pricing strategies that maximize success and profitability.
  • Represent Sevan at industry events, Federal conferences, and client meetings to expand relationships and brand visibility.

Operations & Delivery

  • Lead the execution of Federal general contracting and professional services projects nationwide.
  • Ensure all programs meet scope, schedule, budget, quality, and safety objectives.
  • Oversee project teams responsible for estimating, procurement, subcontract management, and construction execution.
  • Manage risk, ensure compliance with Federal Acquisition Regulations (FAR), labor standards, and contract terms.
  • Implement consistent operational and financial reporting standards across all Federal projects.

Finance

  • Accountable for full P&L performance of the Government Services business line.
  • Monitor and manage revenue, gross margin, overhead, and cash flow for all active programs.
  • Establish forecasting and financial controls to ensure all project financial targets are met or exceeded.

People

  • Recruit, develop, and lead a high-performing team of project managers, capture professionals, estimators, and technical staff.
  • Provide clear expectations, feedback, and growth opportunities.
  • Leads and develops multiple teams and managers across business development, operations, and program management. Responsible for interviewing, hiring, training, performance management, and retention.
  • Foster a culture of accountability, collaboration, and excellence aligned with Sevan’s core values.

Performance Excellence & Safety

  • Ensure operational performance and safety standards are consistently achieved across all programs.
  • Promote continuous improvement, innovation, and lessons learned in estimating, proposal, and project delivery processes.

Qualifications:

  • Minimum 4-year degree in Construction Management, Engineering, Architecture, or related field; advanced degree preferred.
  • Minimum 15 years of validated experience in Federal general contracting and/or professional services.
  • Proven record of success leading pursuit and delivery of Federal projects and programs under FAR-based contracts.
  • Experience managing IDIQ, MATOC, design-build, and task-order construction programs.
  • Demonstrated mastery of general construction and program management skills including estimating, proposal, preconstruction, construction, and closeout.
  • Experience leading dispersed project teams executing multiple concurrent Federal programs nationwide.
  • Superior written and verbal communication skills. Ability to prepare and present complex technical, financial, and strategic information to clients, teams, and executives.
  • Proven leadership and decision-making skills. Demonstrated ability to identify and solve complex problems, motivate teams, and build strong client relationships while maintaining operational excellence.
  • Proficient in Microsoft Office Suite. Demonstrated experience with Procore, Primavera P6, RS Means, BuildingConnected, and proposal management software (e.g., Smartsheet, Shipley).
  • General Contractor license(s) preferred or ability to obtain.
  • Security clearance eligibility strongly desired.
  • APMP or Shipley proposal management training preferred.

Pay & Benefits:

The anticipated compensation range for the position is $170,000 to $200,000, is based on a full-time schedule, market and business conditions, and is commensurate on individual education, qualifications, and experience. Benefits include medical, dental, vision, life, and disability insurances, flexible paid time off, paid holidays, sick time, and a matching 401K plan.

Work Conditions & Travel:

This is a remote-based role with recurring travel as needed between Federal project sites, and Sevan's headquarters in Downers Grove, IL. Extensive national travel (up to 50%) required. Able to work remotely in a home office setting and manage time effectively with multiple projects and deadlines. Regularly required to sit; occasionally required to stand; walk; occasionally lift and/or move up to 15 pounds.
