The Preconstruction Manager is responsible for the overall project estimate while providing leadership, training, and mentoring for their team under the VP, Operations, Construction Services. Works with clients, architects/ engineers, subcontractors/suppliers to plan cost factors for construction projects; analyzes construction documents, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects by performing the following duties.
Essential Duties and Responsibilities:
- Assists in coordinating estimating staff personnel to achieve departmental objectives.
- Provides mentorship to Estimators and Estimating Assistants through sharing knowledge and experience to strengthen the team's skills and capabilities.
- Supports the Estimating Manager by implementing tasks and process improvement objectives.
- Ability to substantiate all aspects of final estimates, providing quality control of estimates by performing peer reviews to ensure accuracy.
- Reviews and interprets project documents to prepare clear, complete subcontractor scope of works and bid packages.
- Creates a project Invitation to bid for subcontractors on Building Connected or other bidding platforms.
- Reviews project documents to create RFIs (Request for Information) for submission to the Architect.
- Reviews project documents to determine risks to Sevan and assist the Bid Leader in the creation of the Risk Register.
- Visits project sites and provides Sevan with a detailed site assessment using Sevan’s Capture software.
- Manages the estimating assistant/bid team in identifying qualified subcontractors, while establishing and maintaining bid solicitation lists.
- Simultaneously estimates various projects, aptly multitasks, and smoothly transitions between tasks.
- Reviews subcontractor RFI’s to determine if they need to be included in the RFI to Architect list or if they can be answered internally.
- Investigates local market conditions and their effect on costs and schedule.
- Responsible for providing quantity take-offs of building elements to determine material and labor costs utilizing on-screen computer take-off software.
- Reviews subcontractor quotes to ensure that they meet the intent of the specific scope of work, and that project documents and align with Sevan’s contractual requirements.
- Creates estimate sheets breaking down elements of the bid using the MasterFormat CSI Codes.
- Responsible for sound conceptual pricing assumptions for the basis of an estimate.
- Utilizes estimating software and conforms to established policies and procedures.
- Participates in pre-bid meetings, bid strategy, and presentation meetings as requested.
- Interfaces with other individuals in the organization to obtain support and commitment of the cost estimates.
- Identifies cost trends to assist management in reducing costs and improving processes.
- Participates in outside industry organizations.
- Assists in updating estimating software programs.
- Manages preconstruction efforts on assigned projects. Coordinates the efforts of the design team on design-build projects.
- Exercises initiative or as directed, performs additional duties to meet the needs of the organization.
Qualifications:
- Minimum 4-year degree in Engineering, Construction Management or equivalent or
- 10-15 years related experience and/or training; or equivalent combination of education and experience.
- Minimum of 10 years of commercial/ retail construction experience with a combination of project management and estimating experience with a minimum of 5 years of full-time estimating.
- Possess a high attention to detail and utilize a process-oriented approach.
- Full understanding of commercial and retail construction means and methods.
- A history of producing accurate onscreen take-offs, estimates, and proposals.
- Experience auditing the completeness and accuracy of other team member’s take-offs, estimates, and proposals.
- Dynamic personality with strong leadership skills.
- Demonstrated proficiency with technical/professional writing.
- Initiative, skill, and personal commitment to concurrently manage multiple projects and details, follow up, and complete tasks and projects on time.
- Ability to communicate effectively with local and remote staff from various disciplines or teams.
- Willingness to work in non-standard business hours as needed for proposal response and review timelines and willingness to travel occasionally.
- Ability to work in a fast-paced environment with competing priorities, conflicting deadlines, changing instructions, and strong personalities.
- Experience with federal and state government, DoD RFPs, RFIs, RFQs, and related solicitation documents.
- To perform this job successfully, an individual should know Microsoft Office (Outlook, Teams, Excel, Word), Smartsheet, Bluebeam, Building Connected, and on-screen take-off software. Familiarity with RS Means, ProEst, or similar construction pricing software is a plus. General knowledge and use of other computer-based programs such as Primavera P6, Microsoft Project, Procore, Revit, Microsoft CE, Smartsheet, Egnyte, and MS Publisher are a plus.
- Cost Estimating certification is strongly preferred or equivalent certification training. (ICEAA's Professional Cost Estimator/ Analyst (PCEA) or AACE's Certified Estimating Professional (CEP) or ASPE's Certified Professional Estimator (CPE) or ICEAA's Certified Cost Estimator/ Analyst (CCEA).

Pay & Benefits:
The anticipated compensation range for the position is $120,000 - $130,000 is based on a full-time schedule, market and business conditions, and is commensurate on individual education, qualifications, and experience. Benefits include medical, dental, vision, life, and disability insurances, flexible paid time off, paid holidays, sick time, and a matching 401K plan.
Work Conditions & Travel:
Hybrid (3-4 days per week in office) in Dallas / Plano, TX.
