Land Development Manager

Department: Program Management
Location: Charlotte, NC

We are seeking a Land Development Manager to join our program management team, managing multiple projects for our healthcare client(s) throughout the United States. In this role, the Development Manager (DM) acts as an extension of the owner’s design and construction team to deliver projects on time, within budget and to the satisfaction of our client(s).

As the DM, you will provide dedicated oversight to the management of all entitlements, due diligence, design, permitting and construction required for project delivery. The DM will also coordinate with various project stakeholders, including architects, engineers, environmental firms, planners, general contractors, Authorities Having Jurisdiction (AHJ) and other various professional service companies. From conception through completion, the DM oversees and manages all aspects of development to successfully deliver the assigned project to the client(s).

Essential Duties and Responsibilities

  • Supports the Senior Project Manager and Project Executive with project tasks, as needed.
  • Lead and manage land development projects, including site planning, design and permitting.
  • Assists in sourcing design professionals, consultants, contractors, subcontractors, and other vendors as needed to ensure project success.
  • Provide oversight in gathering and evaluating the project’s due diligence, including but not limited to site investigation reports, building investigation reports, Phase I & II environmental surveys, geotechnical reports, endangered species reports, asbestos reports, ALTA Land Title surveys, land title documents, topographical surveys, floodplain analysis.
  • Manages various consultants and client vendors to secure all required land use entitlements for the project, including but not limited to annexations, zoning, rezoning, conditional use permits, variances, subdivision, and platting.
  • Coordinates with the project design team to assure all architectural, structural, mechanical, electrical, plumbing, civil, landscape and signage plans are prepared and coordinated for the project.
  • Ensure all project plans comply with client’s design criteria and requirements.
  • Work with the project design team to assure all plans adhere to all local, state and federal regulations.
  • Coordinates with the design team to assure all plan approvals and permits for the projects are secured from each Authority Having Jurisdiction (AHJ).
  • Attends and participates in public hearings and municipal meetings as needed to ensure project success.
  • Makes applications and obtains all entitlements/approvals/permits/licenses necessary for the project.
  • Creates, manages, tracks and drives due diligence, entitlement, design, permitting and construction schedules.
  • Tracks all agency reviews and track hearing dates to ensure submissions are received within a timely manner and within the project schedule.
  • Acts as owner’s representative in response to requests for information from Authorities Having Jurisdiction (AHJ).
  • Prepare and manage project budgets, including cost estimates, financial forecasts, and expense tracking.
  • Track and route project expenses for payment with client(s).
  • Assure all wet and dry utilities are secured and provided to the project site.
  • Manages the sign approval process with the client and designated Architect and signage Vendor.
  • Other duties as assigned.

Qualifications

  • Bachelors Degree accredited planning, civil engineering and/or construction related program or equivalent
  • 5+ years related professional experience and/or training
  • Minimum 3 years in development management position in multi-site construction.
  • Knowledge and understanding of Southeast region State and Local Entitlements and permitting processes.
  • Significant experience working with municipal planning, zoning and building officials, permit expediting, design professionals and utility agencies.
  • Competency in the areas of consensus-building and public speaking.
  • Experience in multitasking and managing multiple projects at one time (multi-site projects).
  • Ability to make persuasive presentations on complex topics and respond to questions from management, public groups, clients and/or customers.
  • Knowledge of Smartsheet is a plus.

This is a remote-based role with recurring travel to project locations. Travel required (20-40%) concentrated in the Southeast on an as needed basis. Multi-shift work may be required to accomplish work in active project locations to meet aggressive schedules.
